Line a baking sheet with parchment paper or lightly grease it. Alternatively, you can bake your biscuits on a baking stone if you have one.
In a mixing bowl, combine the flour, baking powder, sugar, cream of tartar, salt, and garlic powder.
Stir those together then add in the melted butter and milk. Stir until just combined.
Scoop the dough onto the prepared baking sheet or baking stone, using a muffin scoop or tablespoons. If using spoons, be sure to make the biscuits the same size so that they bake evenly.
Bake for 10-12 minutes, or until they are lightly golden in spots.
