Brown the ground beef and onion in a large skillet, along with the salt and black pepper. Add the garlic in to cook for the last minute or so. You may need to do this in batches as this is a good bit of ground beef.
Layer half of the ground beef in a 9x13 baking dish.
Spread half of the ketchup, mustard and pickle relish all over the top.
Top with half of the shredded cheese. Repeat the layers with the other half of the meat mixture and the ketchup, mustard and relish.
In a small mixing bowl, whisk together the eggs, mayonnaise and heavy cream.
Pour the cream mixture all over the top.
Top with the remaining shredded cheese.
Bake for 35 minutes or until the mixture is bubbly.

Notes
Feel free to use different cheeses. You can also add diced bell pepper, black olives...whatever you would like. You could also add in some crumbled, cooked beef or turkey bacon.
