To begin, combine the boiling water and oats in a small bowl. Allow this to sit for 30 minutes.
Preheat your oven to 350°(F).
Butter a 10-inch cast iron skillet or cake pan. Coat the sides and bottom well. Set it aside for now.
In a small bowl combine the all-purpose flour, cinnamon, salt. and baking soda. Stir it together and set it aside for now.
In your mixing bowl, lightly beat the eggs.
Add in the sugars, melted butter, and vanilla extract. Whisk together.
Add in the soaked oats and stir together.
Add in the flour mixture and whisk until combined.
Spread the batter in your prepared pan.
Bake the cake for 25-30 minutes, or until it tests done with a wooden skewer/toothpick.
Allow to cake to cool on a rack.
When the cake is cooled, prepare the glaze.
Making the Brown Sugar Glaze
Combine the brown sugar, granulated sugar, butter, and half and half in a small saucepan. Cook and whisk this over medium low heat until it boils and thickens. It will be very foamy. Stir continually.
Add in the vanilla extract and continue to stir and cook for 1 more minute.
When the glaze thickens, allow it to cool for about 5 minutes, then drizzle it all over the cake.
